Yeah, recent. It’s posted over on a fan site... and even they are scratching their heads with “WTF?”, since it was presumed fixed in 2018 when those early build cars did it a lot.
The “fix” apparently didn’t.

Why does it look like the bumper cover extends underneath the car and that portion is painted to match the body? Does it actually do that? And if so, why?

I assume to control air flow under the car to improve range. Why it seems to be painted though and not just bare plastic doesn’t really make sense.

It’s for aerodynamics. I haven’t seen the bottom of a Tesla but I would guess the bottom of the bumper interlocks with a smooth panel along the entire bottom of the car. I would guess what happened here is that the bottom of the bumper separated from the bottom of the car, making a giant parachute scoop which then gulped in a bunch of water, ripping the bumper off.

Honestly not surprised Tesla won’t cover it. I don’t think any other manufacturer would either.

Maybe it is molded as one piece? When it goes to paint they paint it all to control where the paint line is. If you paint the whole thing, you never have to worry about inconsistent paint lines. Plus the paint at that scale would be cheap.

Granted I did see the bumper cover fly off a VW on the highway in Houston on a windy day. Though perhaps VW is not known for their build quality either.
