I’m guessing the lights would be more effective on top of the hood rather than under it... :)

and I know where you are coming from, the front clip on modern vehicles is all plastic. You could go aftermarket powdercoated steel bumper which would give you some mounting options, that’s what i was planning on my son’s Ranger before he decided to sell it. Something like this:
