These two photographs were taken within hours of each other, but in different states. HINT: The two states are adjacent to each other... and currently share a time zone. One of them has the LARGEST State Capital population in the whole country! The other one has the LARGEST State Pension Fund Deficit in the whole country, but I’m sure that has nothing to do with the data displayed here.

I take it you’ve never had any interaction with a government agency, at any level, located in Arizona. Actually, having lived and worked in both states, I will concede that the Arizona DMV is a lot less miserable than California’s. But even Arizona’s smog testing situation is (or at least was) somehow worse administratively.

Nope, I just know what I have seen from local CA refugees, who both bitch and moan about what is wrong with CA (and ignoring the money they made in real estate appreciation) while the next day pining for how better things were in “Cali” (often just about weather or the aloofness of PNW locals).
I remember being in CA and seeing huge lines at a DMV, that combined with some of their draconian emissions stuff makes it easy to believe it is a bureaucratic mess.

Yeah, my son’s trying to get a classic European make car through Maricopa’s Emissions Testing right now... and it’s brutal. Much more thorough on a 35 year old car than I would have thought.
Everything else is easier out there though.

Heh. Yeah, I keep wondering if the Citrus Cops at the border are going to pull a sidearm on me going back and forth, but I honestly feel safer (and have ZERO interaction with people) out on the highway. Truck stop Pay-at-Pump is open, so I’m good. Just stay 50' away from people.

Yeah, I can’t believe the $3.50 a gallon difference in Regular. That kills me.
OTOH, it’s never been so affordable for me to haul rally cars around with my tow rig. I’m filling my 1 Ton up for under $20 sometimes. It’s been a long, long time...

I went to college in AZ and I lost my Hawaii license so I went to their DMV and the guy just made me an AZ license good un til I’m 65! I didn’t show the guy anything! I still have it.

One thing WA has done right, doing away with it now that old time big polluters are an inconsequential part of the vehicle fleet. For all of the issues here, it’s less of a gongshow than many other states.

The DMV near me is either make an appointment a month in advance or get up early and stand outside. I can be heard bitching about never being able to buy a place with a garage daily. It costs so much to commute I am not sure it’s worth it anymore, I know I am making more even with that but it’s such a pain in the ass.

Had a friend in hs whose mom worked for the DMV. She printed up fake ID’s for half our baseball team!
AZ will eventually require you to get a new ID in order to update the picture.

On account of the shit air quality in our desert valleys , emissions are required on anything built after ‘68. It’s something like once every six years on newer vehicles.

Try out the shop on Deer Valley in between central and 7th St. Pretty low weight times. Got an E30 with a wonky DME through emissions there and a sketchy old Subaru. They assumed the Subaru was AWD and didn’t put it on the roller.

CA is still holding to “anything built after 1975". That cut off hasn’t changed for years. It makes 1973/74/75 cars sell for a premium to newer, better cars of the same model that are 1976/77/78. It’s weird.

Given how relatively few cars of that age are still regularly driven, I can’t see how it wouldn’t be possible to make it a 30 year rule or similar. I believe WA had a 25 year rule, before recently deciding to do away with it completely . Of course, we have few areas with the smog propensity of many CA locales. I suspect stubborn bureaucracy is at play.

I wonder what amount of the vehicle fleet there is from before say 1980, and how much it is driven.
I guess get a pre-68 and smile! My old car was always grandfathered in as it is also of that age (although I think we always had a 25 year rule, and it was older than 25 when I got it, so likely moot).

There’s a reason I have a ‘66 GMC. I’d imagine we have more classic cars per capita just on account of the lack of moisture, but doubt they add an appreciative amount of pollution. My brother got an ‘80s 300sd with a veggie fuel conversion through emissions, and I have got several older cars and a moto through without issue. Thankfully they lifted the requirement for motos.
However, the incredible improvement of our air quality over the last few months is pretty awesome. Really shows how big of a role cars play.

It can be damp here, but no salt and little sun. Cars age well here too, with 80s material still on the road. But even here, I think it is insignificant compared to the overall vehicle fleet, so maybe the cost was more than the benefit. I had no problem back in the day either, I remember putting a ~185K mile 1989 S-class through emissions in 2005, passed with flying colors. The issue here might be commercial vehicles, which I believe are exempt, and are often poorly maintained.
The same change has been noticed here, bluest skies seen in some time, and we usually benefit from some westerly winds to keep things fairly clean anyway.

Population’s a lot denser overall on the east coast...there’s plenty of room for all of us out here. Go to Google Maps and look at the areas near California’s borders with other states ... Nobody’s sitting on state borders west of the Mississippi.

The upside to the DMV in CA is that you rarely need to go there (especially if you join AAA, which is almost a requirement if you live in SoCal) and they seem to be competent. Smog testing is relatively painless and at reasonable intervals.
The people throughout AZ’s government are painfully incompetent at every level and the MVD is likely the worst government agency I’ve ever had the misfortune of dealing with. I’ve worked with multiple law enforcement agencies there and the incompetence is universal at every level.

On the upside, the appointments are usually on time and they get what you need done when you’re there in my experience.
California is a seriously mixed bag. I can see how it was a great place when my great-great-grandparents moved there, but it isn’t the same place anymore. Still, I miss it. It has so much going for it... I do like where I live now, no denying it (the weather is better for me), but there are a lot of things that are better there and this area has far worse traffic.

Considering the turnover of the fleet here and the fact nothing rusts, it was the most logical solution. The state already requires vehicles sold here to meet CA emissions standards, too.

The funny thing is that this has been true since the 1980s... The VIN/frame alone has more value than many running newer cars.
The problem in CA is that if you’re into modifying cars (which has a long history in SoCal), the CARB rules make fundamental things like engine swaps somewhere between annoying and impossible, even if they’re radically cleaner than the original.

It’s quite a process to do a swap-- even to put in something much newer and much cleaner, which seems bizarre. My “home” state is much more sane about it. If it’s a newer year engine and you can prove it from the VIN? You’re in.
