Is it possible for a starter shop to increase the torque of a starter?

Not without changing something like the gear reduction or a differently wound motor.

They could rewind the motor, but chances are (if its a semi-modern motor) that there isn’t much room for much more.

Chances  are you'd have better luck finding a high torque starter for your application. What's the setup?

It's for a '67 Beetle. They make them but damn they're expensive.

How old is your current starter?  I had a starter on a Diesel Suburban that was chugging along and though about ordering a high torque one, but mine was just tired.  Replaced it with a reman of the same size and was much happier.

Looks like there are a number of hi-torque starters. Here’s one on Rock Auto for $288, Amazon has it for $320.

On top of what everyone else is saying, new cables would probably be a good idea too. They can get corroded over time and significantly reduce current to the starter.
