You can buy a ceramic plate from a private company and use it legally in Delaware. That's what this is.

Delaware kept the same plate for almost sixty years.

If you’re in Delaware and have a plate number below some cutoff, you can buy the black plate. License plates are transferable and people pay big money for low numbers.

You can, as long as the numbers on your existing, current style yellow and blue plate fall within a certain sequence range (basically, meaning that they fall within the number range that was used when black plates were current issue, if you have a higher number, you’re out of luck). Or, you can buy a low digit number from someone who already has it and transfer it to your car, if they already have a black plate, you’re good to go, if not, you can then order one.
Also, DELDOT reissued a run of reproduction vintage tags themselves a few years ago.
