Pretty sure that the path predates the fence. And the fence marks the corridor. And the bureaucrat said the fence should follow the surveyed corridor...and the path is just a legacy of history.

Victoria is Victorian after all.

True, but is it a fence or hand rail. The previous path extended the full width.

Just looks like the local authority have done the minimum for it to be classed as being in good order.
