So every year in the spring the Mississippi River floods. The area that it floods is called the flood plain. If you build a house on the flood plain, it will get flooded.

True, every year the river floods somewhere. And the area with the flooding is called a floodplain. All true. But it has been a long time in this are to see flooding like this.

I know this neighborhood, and this year’s water level wa s an all time peak. We had two back to back very large snow storms during March just as the thaw was happening to the melt gave us maybe 3 months of normal percipitation to deal with over 20 days.

To be built in a flood plain like this house, the stucture foundation either has to be above the plain or be unfinished cement such that it can get wet without permanent damage. Granted, most people finish  their basement so if it floods, it’s their problem.
