People walk past looking at you like your doing something really odd and kids start shouting, ‘it’s snowing it’s snowing’.There’s a young girl across the way who will watch me as I spray the foam over the car, then walk away when I start to rinse it off.

Ye’, as long as your not a business really. If your a business you need to put down a mat and collect the dirty water, though very few if any actually check unless it’s in a conservation area.
In several places you can’t wash your car in the street and Germany, you can’t wash your car on a Sunday.
In the U.K. washing your car on a day of is as in grained as doing the gardening.
