As usual, the reporter was confused. The plane crashed on takeoff, not landing. That explains why the grass runway is visible in the background and the plane is climbing, not descending. I don’t know if this is a registered airport, but a ground view shows that the Ferris wheel is poking above the trees. The pilot said it wasn’t clearly visible and he was focused on the trees. If all that is true, then someone is responsible for issuing a permit to place the ride in a dangerous location.
I can see where a whole series of bad decisions and poor information, from the permitting office to the ride operator to the pilot made for a crazy incident.
