I can do the it with Twitter as well, but it would be nice to do it in a more native way.

Imgur is really easy to use. I use it for quick photo uploads, especially when I need to resize or embed them.

I know that Kinja does MP4 files, but only in a limited roundabout way. Yo u can’t upload in MP4, but if you upload a GIF, Kinja will often automatically convert it to a smaller MP4 file. Of course this means no audio...

I’d recommend saving on low quality to avoid huge uploads that choke Kinja , but this app does nicely.
ImgPlay - GIF Maker by ImgBase, Inc.

If you have a Mac at home, you can plug your phone in and transfer to your computer using Image Capture. That avoids having to use Apple’s terrible Photos app. From there, though, I’m not much help.

There are free websites that will convert video to a gif for you. I’ve been doing it for my neuro lectures. No app needed.

I tend to upload things to Google Drive every so often and then link them on Oppo.
