I never got why this exists, even though I’ve been around it my whole life.

I get that it is supposed to mess with you and get you to spend. But what if like, shop keepers did that? Or if you went to buy a car from a guy on craigslist and he started doing that during negotiations.

Why is it OK in an auction  setting and not other retail settings?
