Because road noise and wear characteristics don’t matter for the amount of miles they put on, and big lugs with big gaps make as good of traction as you’ll get in the soft stuff. Definitely more appealing spending $500-700 than it is $1,500 on good tires, especially if you don’t use it much on the road or highway for the noise to bother you. Also, they look cooler than an all-terrain.

Probably because of how expensive tires like that are. I have a friend who bought BF Goodrich’s for his F250 and spent over $1000 on just the tires never mind the install and alignment.
