New carb solved the majority of the running issues, though it still needs a lot of work. Seems to be running rich, so it might need to be re-jetted as the needle is almost out of adjustment notches.
Still... Running! The Twoty Scooty and the Tooty Scooty are planning a little bike ride tonight.
Sidenote: Switched the Tooty Scooty’s brake pads to e-bike brake pads and the brakes are still crap. I guess the rim just needs to be broken in? I might go shout at inquire with the people I bought it from.

Thanks! Haha bonus photobomb I guess. Fun car. Just did a group drive up to the Price Tower and it was a lot of fun. Many twisty roads.

Make sure the brake pads are aligned correctly. Scuff the rims with a scotchbrite pad. Use some degreaser (dawn dish soap is a great choice) to make sure the rims are grease free. Since you are stuck with caliper brakes, make sure they aren’t rotating when braking and throwing the pads out of alignment. If you grab either brake and are still able to rock the bike back and forth, then the brakes aren’t mounted tight enough.
Once again, I defer to the master of bike maintenance: https://www.sheldonbrown.com/calipers.html

I washed them with vehicle brake cleaner and a rag, but the degreaser + scotchbright seems like a good idea. Thanks!
