Why not? People have been shoving big engines in tiny cars for decades. This doesn't seem out of line. It's not my cup of tea, but nothing about this strikes me as odd.

I suppose it could be a decent bracket car, if it’s set up well and consistent. It won't be particularly fast though. There is a reason why the "gasser" look went away in racing. Now it's just a fashion choice.
