Sorry to disappoint you all but that’s the uniform of a traffic warden. The ones who enforce parking regulations.
According to Wikipedia, traffic wardens are
employees
of the police but they are not police officers themselves.

Because if the joke was understood as “Clarkson dressed as a cop” it’s just not true?
