I’ve been up for 24 hours so I took a photo to make sure I wasn’t delirious. A Smart Evoque is what I’ve decided to call it.

It looks like it is one of the many different ‘voiture-sans-permis’ France has to offer.
Some research learns it is a JDM (seriously that is what the brand is called...) Xheos Pioneer

What a cute little Strange Rover.

I want to redesign the roof and back end to look more like a miniature Kia Soul. I’d drive that.

It really does look like a tiny Range Rover Evoque.
Since it’s been established it’s one of the “no permit” French cars, how about some Ligier JS50?

It’s one of many voitures sans permits, which you can drive without a licence. Originally intended for country folk who didn’t want to deal with the hassle of testing, they’re now used by those who have been sufficiently naughty to have lost their licences.

That looks like a Smart and a DS3 got it on.

Damn that’s a proper name for it.

In my area you can always tell who the drunks are - they’re middle-aged and riding 49cc scooters, vehicles that go by the unflattering nickname of ‘DUIcycles’

I’ve seen a vsp at an exhibition. It sat there, all opened up and with the engine chugging away. Not only could you look in and see the little industrial diesel shaking away happily, you could see that the car seemed to be made of a spaceframe of narrow metal tubes about the diameter of something you’d use to hold up a tent. Attached to this you had fibreglass panels.
You might want to drive one (truth be told I wouldn’t mind myself) but you certainly wouldn’t want to establish contact with something unyielding in one.

I mean, I favor 25-year-old+ tin cans, so you may be over-estimating my desire to live.
