He’s a Marine. Or possibly a sailor; the eagle, globe and anchor are not apparent on the front of the cap. O-5 Lieutenant Colonel (Marine) or Commander (Navy). The cap has creases or “points” around its top, which is typically marine. The photo is older, as well. The boots are Vietnam war surplus that were released into the system mid 80s.
