Which will be convenient as I have a spare hood and fender laying around. Beyond the idea, it will be open canvas, just keep it PG is my only real requirement.

The right fender on the image you posted looks like it was done with a Sharpie. That seems to be a fairly common thing people do, and might be easier to find someone to do for you than spray paint. It can still look pretty “graffiti-style” like this Miata. You’d have to spray spare fender white first. I’m assuming if the result is good and you want to protect it a clear wrap would be the best option - the solvent in a clear coat paint might make the ink run.

True about the clear coat, I recently had issues with a diecast car I am customizing, where I used a sharpie for the taillights and then sprayed the whole thing in clear coat to protect it, only to be left with a toy Twingo crying blood from it’s eyes.
But I think if I used multiple but very thin layers and if I turned the red surface horizontal, the drips could be avoided.

I dunno if that’s a thing here you are, but here we have shops where they sell graffiti spray cans and markers and hip hop hoodies and stuff, where the artists come. Maybe you could leave an ad or a note at a place like that? Or maybe even a skateboard shop, or something similar. Maybe even find a bar where students go to drink.
A place which shares the graffiti subculture has to yield results.

if you look for “sharpie car art” on google, you can find TONS more pictures........ but here is the thing.......
none of these are all that good. the drawings are mediocre at BEST. BUT THAT, the mediocrity is the best part. cars like the very last one that i posted there work the BEST. they respect and follow the contours, and character lines of a car, much like a Larry Watson panel paint job. most of the fill patterns that you see on the cars are the same simple linework that you would see in a polynesian tattoo. all you gots to do is follow the body lines........
there is nothing terribly hard or difficult there....
all you gotta do, is be brave, and not be afraid to fail..... in the words of the greatest art teacher i had in school, good inspiration, “dont be afraid to make bad art”........ this stuff is EASY........ you got this........
