It is available to play with. The maps are made in SVG, an open-source platform for combining raster and vector graphics. https://www.w3.org/TR/SVG/

All you have to do is find a place to host your web pages and learn how to code what you want to see. Start with the tutorial:  https://www.w3schools.com/graphics/svg_intro.asp

The population of the city hasn’t really changed in the last 25 years, but current metro area population is 10 million - guessing that’s up considerably from ‘90.

I see one dramatic decrease spike since 1990 in what’s effectively cornfields, so I imagine there’s some dubious data in various places.
