By making it not a car. It’s a ‘voiture sans permis’ a vehicle you can drive without a drivers license or using a moped license depending on the country. Most of them use a tiny diesel engine, which produces a lot of noise but not a lot of go.

They did try. It's a VSP, a car that can be driven without a licence in France and some other places. Restricted to 45 kmh and two seats amongst other limitations.

500 cc... and detuned. To the point that it’s only making 4 kW - under 5.4 hp - due to legal limits. (Those 500 cc diesels can push out about 10-12 hp normally.)

Kei cars are about saving space, whereas this is about reducing danger to everyone else for inexperienced/bad drivers (it’s a four-wheel moped legally).

Nowadays EU regulations require a moped license to drive these, unless you’re grandfathered in in France by being born before a certain year.

Hmm.
I suspect what would happen is it would lose its type approval as a L6e light quadricycle, but because it was constructed as a vehicle already, it can’t be recertified as a M1 car? But I dunno, I’m not a lawyer, and definitely not that knowledgeable about European laws , maybe there’s a way . (I missed the “licence required” bit.)
