I was wondering why the truck even stopped. There’s no signal or stop/yield sign controlling right-turners here, and it looks like that turn lane becomes its own dedicated lane alongside the rest of traffic. So he must have had a left turn coming up immediately, that didn’t give him much room for merging one lane at a time.
That’s still no excuse for the other car attempting to pass though. And in the truck driver’s defense, I bet he was focusing entirely on traffic approaching from the left, and had no reason to expect that anyone would come up on the right-hand side ( except for pedestrians & cyclists approaching that crosswalk ).

Yup a t the end of the video the truck crosses all the way to the left lane immediately.
