The only thing I can think of is he is mis-reading the amendment where it says “
Neither slavery nor involuntary servitude, except as a punishment for
crime whereof the party shall have been duly convicted, shall exist
within the United States, or any place subject to their jurisdiction
.” If the amendment is abolished, I cannot see how the prison culture in this country would be affected. I would guess he’s just ignorant.

There’s an incarceration exception for slavery and servitude in the 13th amendment. I think that’s what he was alluding to, but he’s a fucking moron.
