It’ll go at least double that, I predict. Those ‘94-96 9C1s are very thin on the ground and this is one that hasn’t been beaten to death, let alone (supposedly) never having seen service.

The seller is crazy. These aren’t common, but they’re far from rare. Even a minty Impala SS goes for very little these days (they’re the only ones that are even marginally desirable).
