You can spot much smaller cars than a Polo with tow hooks. Some use it for towing, many use it for bicycle racks.

We never checked the tow ratings on any of our cars. But to be fair theyve all been 2 litre diesels towing a medium sized caravan so theyre probably fine. We used to tow a somewhat heavy trailer with a 1 litre corsa, we were definitely over the towing limit on that one, that car could barely drag itself around.
