This is physically impossible even with the highest of quality cameras... Cameras that are not used for fixed security systems.
Beyond that, you can't refocus an image like this with a traditional camera. This would require a huge array of exceptionally high resolution cameras pointed at the same spot.

I used to write software and develop cameras for high end surveillance applications. TLA agencies, military, etc. I used to take calls from federal agents regularly to support our equipment in the field. This video isn’t even science fiction, it is pure fiction without a shred of science.
