It’s something to do with brake, etc... cooling and if I recall.
Mitsubishi did it a while back and some other R5 rally cars are doing it also.

In rally you either have big honkin flaps or no fenders at all I guess!

Come to think of it, it’s been a while since I saw full size rally spec flaps on modern rally cars. Some have small ones mounted directly behind the wheel but not sticking out like they used to.
