WTF? (Sorry for blur) at least 6 cops. All fdifferent types. All 3 lanes blockef. Rollig at 5 mph.

Update.... After 20 then exitted at exit 8. Little seen...

That happens if they need to close all lanes of the highway, generally just temporarily. Usually they will be trying to clear lanes of an accident further ahead on the road, so that traffic will be able to pass by the time they get there.
