My guess is it’s some sort of manual locking system.

The hubs are period correct Dualmatic locking hubs. Pretty neat design. Would like to have a set for my CJ3A but kind of pricey nowadays.

Manual locking hubs - the levers spin cams out to lock into the hubs.

do you really have to drive with the levers out like that to be locked? that seems monumentally stupid.

The levers can flip 180 degrees. When you lock the hubs you just fold them back in.
