I’ve done that one for the crickets. It didn’t help. The only thing that works for mine is non-ethanol.

If it is a TSB, and your warranty is up, then the cost for it falls to you.
TSBs are just a way for the manufacturer to communicate to dealers how to diagnose and repair certain issues (typically widespread ones). They are techinical instructions only. The TSB grants no coverage, and is NOT like a recall (which the manufacturer does pay for).

I thought TSBs were optional for a dealer to perform, more as a “here’s a way to fix “x” issue”. Not necessarily covered by warranty. Am I mistaken?

TSBs also aren’t mandatory, so if your car isn’t exhibiting the symptoms of the issue the TSB addresses, then the dealer has no obligation to apply the TSB (warranty or not).
So if your fuel pump is working fine, there’s nothing a dealer would do about it even before the warranty was up.

I can’t even get myself to drop $1k on an EcuTek license and tune so that I can use the header sitting in my storage unit. lol
Supercharger would be cool, but I’d likely get a cage and trailer before forced induction.

How much power does the header and tune add? I am guessing about 20-30 since that’s what an ND gains from them.

Yep. A good header and tune should put the car at around 200whp, from ~170ish in stock form.

Yeah. The main benefit is smoothing out the torque dip, so there’s a better power delivery in the low-end.
