I’d sand it all down first of course. This is the worst part of the whole truck, the only rust currently on it.

Craigslist has a white stepside bed for $400. It’s all scratched on the outside.

Get a can of por-15 and put in a plastic bedliner. It will be the best decision you ever made.

I suppose the answer also depends on your long-term plans for the truck. Had a Toyota with a bed like that once ... a liner hides lots of sins (but doesn’t stop rust, of course).

Do it yourself kits are a rip off. Get it professionally sprayed in and it will last.

Nah, $400 is too much. It held up pretty well on my old truck.

From Michigan experience the DIY kits are crap. Have had them on two trucks and they are bad. Professionally done one from early 2000's bed looked immaculate

better alternative would be to borrow a sand blaster, really get in the grooves. Just be sure to mask the rest of the vehicle.

My 2 cents. I had surface rust in bed. I sanded, primed, primed again then got some roll on bed liner so it was 2 coats of primer and thick coat of liner. Ranger bed was smaller then full size. Flat black never wore thru to primer. ( Northern California.)
