Very nice - the sneaky little cowboy hat is a great touch.
Can I make a request? Replace the flag at the top right with a wild rose. It’s the provincial flower and would look amazing there. The Govt website has a 16x16 favicon (obv too small) that should give an idea: http://alberta.ca/favicon.ico
I’m at work so can’t spend my time digging for something better, but this would really be a nice touch.

I could replace Calgary’s city logo with the Rose, but the flag’s spot is reserved for semi-local gov’t insignias.
