I know the video isn’t in Mexico, but I can attest people here stop to a halt to see crashes. I have seen drivers going 40 mph brake to 4 mph to see a fender bender between two taxi cabs.
Mexicans are a society that NEEDS to know about other peoples’ business, which is frustrating to no end.

This is Gatineau, it’s on the other side of the river in Ottawa. Ottawa is on the border of Ontario and Quebec, Gatineau is on the quebec side.
