Opens the filler door.

I'd guess locking filler cap release.

Little known fact: The GTO has dual fuel tanks, like a boat, for better balance. That button switches between the two tanks.
...(I kid)

That would be an incredibly inconvenient place for that. EssExTee thinks the word “mulligatawny” is funny seems to have the most logical answer.

It’s to dump fuel before an emergency stop

No. But there were a couple old Jaaaaags that had them.

This was actually an innovative but little known device that called in to OnStar to let them know you’d run out of gas (again, probably). They would then send someone out with a gas can to help you get to the next gas station, assuming you didn’t blow through it all while making beautiful ‘Merica stripes all the way there.

How? I don’t know if every one here is trolling (including you), but I think this is the only logical answer. It’s a much better spot than the floor mounted ones I think.

Have fun finding out how to turn on/off the fog lights on those GTOs.

It might just be the button for the fuel pump, like my race car. ( Not My Car)

Agreed. You should see where they put it on the Volt - you actually can’t see it at all.
In the Volt they intentionally pressurize the gas tank to make the fuel last longer, so when you push the button there is a delay while it depressurizes the tank, then it unlocks the filler door. You still have to go back there and do a press-in to release the door. The button just unlocks it!
(pic stolen from GIS, arrow is my addition)

Lots of old trucks had dual fuel tanks. It was awesome, you could keep regular in the big tank and super in the small tank - get to a big hill while you are towing? Switch to super for the climb! Cruising along and not paying attention to your gas gauge - engine starts to sputter? No problem, switch tanks and you are full again (but start looking for a gas station!)
I used to pump gas and had a lady come in all the time who didn’t understand her husband’s dual tank pickup. She kept wanting the full tank filled up... I finally clued her in to the switch and which gauge she was looking at!

It actually deploys the emergency Air Brake on the passenger side. I’m a 05 Goat owner, so I know. Funny thing is, the fuel filler cap is underneath the air brake, always thought that was a funny place for it.
