I have a 2000 Crown Vic P71 that I bought at auction for $550. I’ve put tires on it and with registration and so on, I have $1300 in it.

Assumption on my part. The seat was moving very slowly and then wouldn’t move at all. I assumed it was an electric motor getting weak and then failing.

Quite possible. Check fuses (which you probably did) and try applying 12 power to the connector under the seat.
