So lifelong resident of VA chiming in: personal plates bring in a big chunk of change.
Only this morning found out there is a committee that sits around and tries to figure out what should and should not be allowed on plates. I kind of want to be on this committee now. http://hamptonroads.com/2010/04/dmv-tr…
People can also lodge complaints and have tags revoked (see “eat the” kids first plates, although that was horseshit as we all know it jokingly encouraged cannibalism and not what the complaint led the DMV to believe).

I’ve tried to look at all of the combinations of potentially vulgar plates on the DMV site and I’ve checked for existing vulgar licence plates by looking them up on Carfax.
