Help me evaluate my friends car

My friend just bought this, I’m driving it around to get a feel of it.

So far so good except when we turned it off and it didn’t want to start for 30 seconds.

It screeches when it turns over. Otherwise it's a pretty healthy 98 Altima with 201k

Loose belt/starter issue.
