As someone who owns some 800+ various Batman comics I had no idea. Some searching shows it’s Batman: League of Batmen , an Elseworld’s miniseries. If you don’t know, Elseworld’s where individual stories that take place outside of normal continuity.

Reminds me of the “Third Reich” Tracker around my town. Painted cadet blue & black camoflauge with a light green roll cage. Also the Balkenkreuz on each door.
