After looking at the plate on Carmax, it’s a Police package Tahoe. But that doesn’t really mean that much since anybody can buy those used.
The excessive amount of antennas on the roof is a bit strange though. Might be a Fire Dept. POV thing or regular Police. not government for sure though.
And it might just be a wannabe cop, who knows?

No. CB and LED's positioned to take advantage of the resemblance.
At least around here it wouldn't be one. It wouldn't have those massive antenna, it would have the stubby kind. Also, the rims. They would be cop steelies unless it was an unmarked car, and an unmarked car would make sure you couldn't see the lights until too late. Usually they are built into the taillight assemblies, or placed inside the rear window where you can barely see them until they're on.

I’d say cop. I’ve seen both Baraboo PD, Lake Delton PD, and Wisconsin Dells PD running blacked-out Explorers with the alloy wheels, civilian plates, antenna farms, and visible LEDs.
Besides, I’ve seen people pulled over by a Toyota Camry (Wisconsin Dells Police Chief’s car) and a Mercury Mariner (Lodi Police Chief’s car). So if it has an antenna farm, act like it’s a cop.

I was trying to find pictures of unmarked cars and came across this 3 year old video someone took of unmarked vehicles in Black River Falls. A lot of them don’t have visible LEDs and have alloys and civi plates.
Seems like that officer had bigger fish to fry that day instead of pulling you over.
EDIT: On I-39 at the Marquette-Columbia county line, I’ve seen at least twice a blacked-out Suburban with civi plates, alloys, and an antenna farm parked in the median turn-around. I think it belongs to the State Patrol, as Marquette County Sheriff doesn’t run SUVs and I don’t think Columbia County Sheriff has any either.
