It follows the format of a normal NE plate. What might’ve happened is he could’ve asked the person at the DMV, “Got anything with the number 911?” We’ve asked for specific numbers/letters on a standard plate before, and usually get them. Sometimes they even offer.

Here in Wisconsin you can search online to see if a vanity tag is available . Maybe they did something similar?

You can do that here too, but it will tell you the plate is taken even if it’s a normal plate.

Or they just walked in to the DMV and said, “Do you have any plates here with the number 911 in it?” Here, you can’t reserve non-vanity plates, but you can request them at the moment you get them, from what that DMV location has.
