A rehash, sadly. Most of the groundwork was laid in Germany in the 30’s and 40’s, though of course improvements have been made since then.

The only people I’m aware of doing something similar economically are http://en.wikipedia.org/wiki/Carbon_Re… over in iceland, land of the midnight sun and nearly free electricity.
