No man, you have to use tin! Aluminum isotopes aren’t capable of stopping the government owned satellites from reading your mind via xray beams, and they know it! Why do you think the store shelves are clogged with aluminum foil? Have you even ever seen any tin foil for sale in a brick ‘n mortar?

You'll notice the same designation on certain Subaru models. I imagine many modern vehicles meet its requirements, only certain companies seem to want and tout it. It's just a measure of the emissions from the tailpipe and a 15 year warranty on the exhaust components involved. That being said, when I removed the stock downpipe on my GTI, there was a ridiculously large and dense Catalytic converter, almost right off the turbo. Not great for exhaust flow.
