Not only no, but Hell no.
Window washers on the Empire State Building, 1932. In that last picture, note that he's got leather straps, and it looks like the the metal end is just hooked over a hook on the window frame, and not clipped through a hole. Hell no.

You can have it. I can manage mountains and such, but sheer drops like that just freak me the hell out, especially when my kids get near the edge of something high.

I noticed that. That was also back in the day when men wore ties all the time. Or perhaps it was required by his employer for such swanky real estate. But even if he dressed for his funeral, there won't be an open casket if he falls.

Again, one of your posts made me Google the shit out of this.... Let me share what I found.
Looks like the anchors are built in to the frames, and they exit each window they are cleaning.

I'll have to check this out when I get some more time. Still, it doesn't look like the safety straps actually hook through anything, rather they hook over something. And to think some people question the importance of OSHA. I think it was the '20s and '30s that made OSHA necessary.

Engineer: Maybe we should make the windows spin so they can be washed from the inside?
Architect: No.

Yep. I can enjoy the terror it causes me from the comfort and safety of my office chair, but I'd pass out and fall off if I were actually there.
