So, I think they need to define "necessary repairs" as having a dollar limit. Otherwise, it would have to pass pretty much by definition if you have to do all of the needed repairs, which could be significant. And what once you have failed the second time, can you just do anything to the car if you are paying your $200 fee? Drop in whatever non-compliant motor you like? A simple rolling exemption, which was in the smog law as drafted originally IIRC, would be much better. But, better than nothing. As it is though, according to a former smog ref who posts on here, and the CA website, you can drop in a later motor as long as it meets smog for that year if you really want to keep your car going (and have some skills). Kind of messes with originality, though, and more than $200 (though maybe not if spread out over a few years).
