They used to when the Nalley River (as I had dubbed it) was flowing. Now.... I think they're there to prevent the incoming town from drowning.

I'm thinking I'm going to have to restart mine due to flooding, I made a dam and it flooded one of the highways that I don't have access to relocate so lose out on some traffic :/

Cities Skylines is EVIL!

I bought it on sunday, and i've lost 20 hours of my life to designing intersections and arranging my crematoriums to compensate for my awful traffic so far!!

I haven't tried experimenting with Dams yet, I think that might be a sandbox job.
