My budget is about 250,000 MXN (17K USD) and I want a small, cheap, manual transmission, normally aspirated CUV. These are the finalists.
Chevy Trax LS
Suzuki S-Cross GL
Renault Duster Dynamique
Ford Ecosport SE
I need something with relative good ground clearance and cheap to maintain. Which one would you buy?

The Duster is awful, the Ecosport too. I don't know much about the Trax, friend of mine has a bulletproof one, and that Suzuki is something I had no idea existed, but I like it.

I know nothing at all about that Suzuki, but based off of looks alone, I'd be going for it.

Are the Chevy and the Ford naturally aspirated? That's surprising to me if they are.
That's about all I can say. Haven't even seen these in person, can't even find a wiki page for the Suzuki. Reputations, as I know them, state Dacia and Suzuki build these cars because that's what they do, Ford and Chevy built their cars to fill a market segment, so avoid the American cars. But again, I don't know shit.

In Mexico we can buy the Trax with a 1.8L 140HP NA or a 1.4L Turbo with 138. The Ecosport is only available with a 2.0L NA 145 engine.
As for the Suzuki S-cross, here is Suzuki's Mexico page:

I would recommend the 1.4t if you go for the track. I have it in the Cruze. It's got more torque.

Ecosport

I'd go with the Duster because it has more character somehow. I also live in Mexico and drove it with a stick, it wasn't the nicest thing ever but it felt pretty tough. Also it would be my choice because I could get a high end model with the manual as opposed with everything else.
Second choice would be Eco-Sport.

Unless I'm reading the website wrong, the 4WD version of the Suzuki is CVT only.

The Suzuki is known as the SX-4 elsewhere, I believe, and is relatively proven, and has a low-ish cost of ownership. The Ford is supposed to be quite good, but may be plagued with some of the automatic transmission issues of the Fiesta, with which it shares its platform. You may want to look for a used Ford Escape aka Mercury Mariner aka Mazda Tribute, or wait for the Mazda CX-2.
Avoid the trax. It's a TraP.

Yep, the 'All grip' model (4WD) is CVT only, but I am not interested in that model, I'd like the GL version which is the entry level

How cheap does the interior of the Duster feels? Is it really that bad or can you live with it? That's the only thing that I don't like about the Duster. Also, I am a little more interested in the S-Cross because it is the only one you can get with ESP as standard.

It is liveable, much more if you opt for the Navigation system. Actually, don't buy it if it doesn't have the screen. Also, there is an accessory that is the center leather armrest, which I would buy as well.
As for the S-Cross I love the fact you can get it with 4WD, but you can't have that with a stick. I like it, but I would go for the Duster as its tougher.
