By the looks of the weld I'm gonna go ahead and surmise the metal around those welds has become more brittle and will break at some point... I wonder if the kid even did some practice welds beforehand.

You're too hopeful. It looks like he's gonna leave it as is. The other two are newer looking. Probably got stripped when he removed them the first time. Maybe cross threaded? If he can't turn it, it must be tight enough.
