Yes, and no. It depends on the era. The early car phones were a kind of radio that went to an operator who connected you to the phone network. That was before cell phones. But those were very rare and only for the really rich. Think Elvis. But you're right that the one pictured, and the ones found in the 80s and especially the 90s were just hard wired cell phones.

I believe most early car mounted cell phones were analog and most of those towers have been decommissioned by providers.

Basically make the handset into a bluetooth receiver that will answer the phone when you pick it up. That way you get the 80's look, with 2015 tech.
