Yes, the valves open to allow exhaust gases to bypass the turbo charger turbine section (hot side) in order to control the amount of turbocharger boost pressure. A more technical term would be turbine bypass valves but waste gate is the more commonly known term for them.

Oh I know what a waste gate is, I'm on this site for chrissakes. I'm just in awe that they need cooling on race cars.
