I can tell you what it is, but I cannot explain why someone would do it. It’s the “patina” look, where you selectively rust body panels to look like an old rat-rod.

Seems popular with the VW crowd. Maybe someone thought “BMW... VW... both German. Close enough!”

It’s probably a black primer that is already applied to replacement hoods. My sister’s Corolla looks EXACTLY like this because she never got around to painting it after installation a few months ago.
