My Mom had an ‘84 Skyhawk, the TBI was set up with the injector over the throttle plate.

Injectors ahead of the intake trumpets is not that uncommon for race engines, see the Renault F1 V10:

The absolute best part about that video is that while the fuel sprays above the trumpet, all that fuel goes into the trumpet due to the vacuum pulled by the engine.

The correct term is “showerhead” injection. Calling described the reasoning well.
The way I’m more familiar with it is with sportsbikes-but i’m betting the car guys had figured out the same things. With the bikes, its 2 sets of injectors-one above and one below the throttle plates.
An I’m sure the height of the Alfa’s system was found out to be the optimum place to put the injector. Spray pattern-venturi effect etc.
